Two joint events in Békéscsaba (site visits, knowledge exchange).
Summary report of good practices and outcomes.

Work Package 2: ZMO (Oradea Metropolitan Area)

Objective:

Transform the Metropolitan Centre in Oradea into a model for urban renewable energy, integrating geothermal and PV, and achieving progress toward net-zero carbon emissions.

Activity 2.1: Activities for Renovation of Metropolitan Centre for Renewable Energy

Timeline: Months 1–18

  • Renovate the centre with geothermal pumps, PV panels, smart heating/ventilation controls, and CO₂ monitoring (10 sensors).
  • Public procurement managed externally.
  • Mobile app for temperature control and scheduling.
  • Focus on user engagement for energy savings.
Deliverables:
Public procurement service contract.
10 CO₂ monitoring systems.

Activity 2.2: Exchange of Good Practices

Timeline: Months 1, 7–12, 13–18, 19–24

  • Four events: two in Oradea (hosted by ZMO), two in Békéscsaba.
  • Study visits: Békéscsaba experts visit Oradea to learn geothermal systems; Oradea experts visit Békéscsaba for energy storage.
  • 20 participants per event, promotional materials, press releases.
Deliverables:
Reports on each exchange event and best practice sharing.

Activity 2.3: Elaboration of Joint Strategy and Action Plan

Timeline: Months 1–24

  • In the final phase, ZMO compiles the joint strategy based on all study visits and pilot results.

  • Public consultation and release in both languages, with input from external experts.
Deliverables:
Joint strategy, action plan, and technical solution report.

Investment (ZMO)

Objective:

Metropolitan Centre for Renewable Energy: Complete renovation, energy system integration, serves as demonstration site and regional knowledge hub.

The RESolution project’s investment in Oradea focuses on the comprehensive renovation and transformation of an existing building on Cazaban Street into the Metropolitan Centre for Renewable Energy. This centre will become a flagship facility for sustainable urban development in the region, integrating cutting-edge renewable energy solutions including photovoltaic panels and a geothermal heat pump system. By combining these technologies, the centre aims to achieve a high degree of energy independence and serve as a demonstration site for innovative, low-carbon infrastructure. The renovation will also include the installation of smart building management systems, such as automated lighting controls and a mobile application for temperature regulation, further optimizing energy efficiency and comfort.

In addition to its core energy systems, the centre will be equipped with advanced monitoring technologies, including ten CO₂ sensors distributed throughout key rooms. These sensors will enable real-time tracking of indoor air quality, allowing building operators to balance ventilation needs with energy savings, and ensuring a healthy and comfortable environment for all occupants. The integration of user engagement and education initiatives is also central to the project, with features designed to motivate public building users to actively participate in energy-saving efforts. By fostering awareness and responsible behavior, the investment seeks to maximize the impact of technological upgrades.

This investment delivers direct environmental and operational benefits for Oradea, and plays a pivotal role in regional knowledge transfer and cross-border cooperation. The Metropolitan Centre will serve as a hub for best practice exchange, hosting workshops, study visits, and pilot activities for partners from both Romania and Hungary. As a member of the Clustherm Transylvania cluster, the centre is strategically positioned to advance research, training, and innovation in renewable energy. Ultimately, the project’s investment in Oradea aims to inspire and inform the development of similar sustainable energy facilities across the cross-border region, contributing to the EU’s long-term climate and energy goals.
